The Association of German Private Health Insurers (Verband der Privaten Krankenversicherung e.V., PKV) and adesso SE, Germany’s largest IT service provider, have signed a framework agreement for the development, authorisation, roll-out and operation of the telematics infrastructure (TI) service “Insured Persons’ Master Data Management 2.0” (VSDM 2.0), following an intensive selection and tendering process. This service provides the technical foundation to ensure that information relevant to treatment and billing flows seamlessly from insurers to healthcare providers. This simplifies administrative processes for insured persons and also reduces the workload for healthcare providers. adesso is developing the service using agent-based software development: AI agents take on recurring tasks in development and testing, whilst the development teams are responsible for architecture, quality and gematik approval. This significantly shortens the development time for the highly regulated TI service.

The project is set to begin in October 2026. Provider authorisation is scheduled to take place within eight months of the contract being awarded. Following commissioning, there will be a phased roll-out for the member companies of the Association. The managed service contract for operation and maintenance is initially set to run for five years.
Cloud-Native Architecture and Agent-Based Software Development
VSDM 2.0 is a core service of TI 2.0. This is the central data network of the German healthcare system, operated by gematik, which securely connects doctors’ practices, clinics, pharmacies and health insurance providers. The service enables healthcare providers to retrieve the master data of privately insured patients – including their insurance number and relevant data on their insurance status – digitally and in a legally binding manner from the insurance provider. VSDM 2.0 is therefore a key component of the online check-in process for registering at medical facilities and for using telematics infrastructure applications. As a component of TI 2.0, VSDM 2.0 forms the basis for a telematics infrastructure that remains highly secure whilst becoming more user-friendly.
adesso develops and operates VSDM 2.0 as a standalone, multi-tenant solution based on a cloud-native, modular and API-oriented architecture. The solution is operated in a Software-as-a-Service model on the sovereign cloud platform STACKIT. Data storage and exchange are carried out in accordance with FHIR, the international standard for the healthcare sector. In developing the solution, adesso consistently relies on AI-supported, agent-based software development in accordance with its own adSCAILE process model. In doing so, the company combines its IT and healthcare expertise with a company-wide approach to agent-based software development, spanning the entire lifecycle from requirements to operation.
EUDI Wallet Prospects
The partnership already has a European dimension: the PKV Association and adesso are jointly planning a proof of concept for the creation of a ‘wallet credential’. This will serve as proof of insurance cover within the so-called EUDI wallet, the European Digital Identity Wallet, which is due to be launched in Germany in January 2027. The VSDM 2.0 specialist service developed by adesso could serve as the source system for digital proof of insurance cover. In future, privately insured individuals could use the EUDI wallet to identify themselves directly to healthcare providers.
“The new VSDM 2.0 specialist service creates the conditions for privately insured individuals to use key applications of the telematics infrastructure seamlessly,” says Christian Hälker, Managing Director of the Association of German Private Health Insurers. “With adesso, we have an expert at our side who has a thorough understanding of the requirements within the strictly regulated IT environment. We are confident that, together, we will be able to deliver an efficient and high-performance solution for our member companies – in the interests of their policyholders – that is open to future developments such as the EUDI wallet.”

“At adesso, AI is not just an additional service, but forms the basis of how we work,” says Mark Lohweber, CEO of adesso SE. “The contract with the PKV Association demonstrates how we combine industry-specific knowledge of the healthcare sector with agentic software development to deliver such a sophisticated IT service more quickly and reliably than traditional projects could. This is precisely what makes us one of the leading AI transformation partners in the age of agentic AI. This is particularly important in highly regulated sectors where errors are not an option.”
