adesso awarded major contract worth around EUR 21 million: Medizinischer Dienst der Krankenversicherung (MDK) approves budget for development of new industry software

Medizinischer Dienst der Krankenversicherung (MDK), the medical, dental and caregiving consultancy and assessment service for statutory health and nursing care insurance providers in Germany, has commissioned a consortium led by adesso AG with the development of software for use in the industry. HBSN AG is adesso’s partner in the consortium. The volume of the large-scale project totals around EUR 21 million and includes an eight-year maintenance contract. The new software will support the 15 MDK regional offices in fulfilling their mission to advise Germany’s statutory health insurance providers.

Medizinischer Dienst der Krankenversicherung (MDK) is an association of regional consultancy and assessment service providers for the health and nursing care insurance industry. The organisation has a legal mandate to support and advise statutory health and social nursing care insurance providers in medical and care-related matters. With a staff of over 7,500 employees, the MDK members are modern, independent service providers that are dedicated to safety, reliability and quality in healthcare. The MDK’s typical tasks include reviewing hospital bills, prescriptions and rehabilitation services, as well as assessing care dependency and providing an opinion on the level of care needed. To do so, the MDK offices in Germany’s federal states communicate with their clients, the statutory health insurance providers, and with doctors, hospitals and the insured.

The MDK offices currently use various different IT systems, either individually or in cooperation, to perform their tasks. At the same time, however, the requirements with regard to data protection, responsiveness, the division of labour and the consistency of the services provided are growing increasingly complex and demanding. Against this backdrop, the MDK member companies have decided to develop and operate common industry software. With this goal in mind, they have founded a separate IT unit, MDK-IT GmbH, and commissioned it with initiating and managing the development and deployment of the common industry solution.

The consortium of adesso AG and HBSN AG was awarded the software development contract as part of a Europe-wide tender process. The prospective concept of a flexible and modular system won over the client in every respect.

HBSN AG will support adesso in its role as a subcontractor while enhancing the partnership through professional and technical expertise as well as its experience in the fields of data protection and information security.

Thanks to its technological expertise and sector-specific knowledge, adesso is indeed ideally suited for the project. Andreas Hitzbleck, Head of Line of Business Health at adesso, says: “We know our way around the healthcare sector, both professionally and technologically. We will be using state-of-the-art technologies in this project and have designed a software architecture that will prevent the creation of monolithic structures from the start.” The concept for implementing the MDK industry solution combines the latest Java-based technologies with state-of-the-art open source solution components. The solution itself will be developed as independent subsystems known as self-contained systems (SCS).

The system will be developed and productively deployed in phases. The first module is scheduled to enter production in late 2018. Project completion is scheduled for late 2021.
