SOKA-BAU and adesso Transform Worker Posting Procedure Into Digital End-to-End Service

With support from IT service provider adesso, SOKA-BAU, the social insurance fund for the German construction industry, has transformed its worker posting procedure (Arbeitnehmer-Entsendeverfahren, AEV) into a fully digital end-to-end service as part of its company-wide digitalisation programme. Rather than relying on analogue, inflexible processes and systems, SOKA-BAU now has an entirely digital service for the posting procedure. The AEV protects collectively agreed minimum standards for foreign employees in the German construction industry. It covers customs and social security aspects, as well as registration and account management – elements that contribute to a process that is sensitive and highly complex.

At the heart of this new service is the Java-based inventory system and customer portal, EVE. All procedural steps, from data entry and registration processing to account management, are now handled digitally. The solution is fully integrated into SOKA-BAU’s existing system landscape and peripheral systems and has been live since October 2025.

Technological Quantum Leap

Developed jointly by SOKA-BAU and adesso, the new inventory system and customer portal, EVE, replaces manual workflows, incorporates international requirements, and automatically applies regulatory requirements. Its modular architecture is based on Kubernetes, Angular, Spring Boot, and Robot Framework, using cutting-edge technology that can be expanded at any time. The platform seamlessly integrates with neighbouring systems such as SAP S/4HANA, ARVEO, and M-Text, creating a future-proof, scalable overall ecosystem.

International Collaboration: A Key to Success

For this project, SOKA-BAU assembled an international project team for the first time: developers based in Germany and Turkey worked closely with the specialist departments of the Bau-Sozialkasse, with adesso providing coordination and mediation as a German bridgehead. Effective communication and structured cooperation helped everyone overcome language and cultural hurdles.

It was crucial to our success that we, SOKA-BAU, maintained technical and operational leadership throughout the project’s development phase.”
