ELStAM KV/PV Goes Live on Schedule: adesso insurance solutions Rolls Out New Reporting Procedure for Seven Insurers

Existing customers in particular benefited from a streamlined implementation process thanks to the existing data supply within the in|sure Ecosphere platform. The flexible interface concept of in|sure GovInterface also made it possible to connect third-party systems beyond the standard interfaces of in|sure Ecosphere. This enabled adesso to support health insurers in their current IT transformation by sending ELStAM KV/PV notifications across their core systems via in|sure GovInterface.

From 1 January 2026, all data exchange between private health and long-term care insurers, the Federal Central Tax Office (BZSt), and employers will be fully digitalised using the KV/PV functions provided by the ELStAM procedure. The goal is to automate the calculation of accurate insurance contributions for payroll tax and payroll accounting. This new process replaces the old paper certificates and relies on clearly defined, technically standardised workflows between insurers and public authorities.

Minimal Effort Thanks to Centralised Data Supply

in|sure GovInterface delivers a central infrastructure for processing all person-related and contract-related reports. This ensures a consistent and stable process that significantly reduces the operational workload for insurers.

The modular solution includes, among other things:

• monitoring functions across all reporting procedures

For new customers who first integrated the system during the ELStAM rollout, the solution now serves as the technical base for adding further reporting processes, without needing a new integration foundation.
