In 2005 the Russian government allocated the first licence for an online lottery covering the entire country. Prior to that, the Russian market already had regional online lotteries as well as country-wide events similar to “Bingo”. As holder of the licence for the new lottery a joint venture of several Russian large banks was appointed.

Due to broad experiences on the European lottery market adesso was initially commissioned in supporting the choice of general suppliers for hard- and software, for operation and customer service. Apart from ensuring a fair, transparent and comparable tendering process, adesso also rendered support in the follow-up contract negotiations on the part of the lottery company.

The objective of the second phase of the project was to design a completely new lottery company – a – “green field installation”. adesso was able to contribute valuable expertise in the fields of technology, operation, requirement management, architecture and process organisation as well as in the field of product definition and, therefore, preparing to set the course for the lottery company. In doing this, it was not only the size of the country with the biggest lottery of the world in the future that proved to be a challenge, but it was also the complexity of the requirements that adesso had to push through with regard to the various suppliers involved.
